If there is a syphon in the cistern you will find a hole part way down the flush part of it above where the diaphragm chamber ends, may have a twist to close bung in it. Anyway, block it up for full flush.
If it is a bottom valve jobby it is not dual flush.
I would strongly avoid any vertical leg outside that holds water, it will freeze even if insulated. Run all the vertical lift in the warm inside.
