I think that 1584kHz is still classified as an International Common Frequency, meaning that it isn't allocated to any specific country or countries but is available for any country to use for low power stations on a non-interfering basis.
It is currently used by four low power stations in the UK:
It is not listed as a current RSL by Ofcom but their site is terrible to navigate so, if it is a newly licenced community station, I can't find it.
Otherwise, of course, it could be a pirate but it is unusual for them not to use FM these days because it is so much simpler to set up.
