Therein lies a saga
For complicated reasons, yes, PMs were disabled by default, requiring users to switch them on once they'd been approved. Not ideal, but limited the damage that a spammer could do if they got past the first and second levels of approval...
However, after much head-scratching and a bit of modifying of the code, I've managed to get around that. This means that anyone who joins now will have them enabled by default. But that doesn't help those who joined prior to that, but haven't yet enabled their own PMs.

In there, I ask a question: should I just enable everyone's PMs for them? It's just a relatively simple SQL query.
But no-one has responded as yet, so I'm assuming everyone is happy with the status quo.
Funnily enough, I got a PM from Andy about 3 hours ago (to which I replied). So how did that work?
The option is "Receive private messages from other users". If you haven't ticked that box, you can send PMs, even though you won't be able to get a reply! However, irrespective of that setting, Administrators can send PMs to all users...
