Resistors don't always rise in value when warm, in the main they do but I have come across low values that can go either way. Again high value resistors can "appear" to go down in value but they have often have been used in less than the best environmental conditions. Carbon composition resistors of yesteryear are by far the worst offender.
In a quality amp like the Quad II the replacement of resistors to quality components is a must.
VB's tag-board could be removed and possibly cut and epoxy resin two part adhesive used to "patch" in a section of standard tag-board, connections from the valve bases could be hidden under the board for neatness, I'd think this would be a way to go, in the Quad the warmth from the valves would have no doubt helped to keep the moisture at bay in this area.
