Can you safely "megger" between some of the tags to crosscheck, though there's not much doubt the board is leaking.
Even if you take out the tagboard there's no guarantee that giving it a really good clean will resolve the problem. Using a megger will be essential to check progress.
Could you take out the offending tags and araldite them into slightly oversized holes? Not 100% pretty and rather fiddly but it ought to work.
