Is the boiler in "immediate DHW" mode?
If so it will keep the heat exchanger hot all the time so that the water is hot as soon as you turn on the tap.
Instant mode is like a gas multipoint heater, fires up from cold when demand for hot water calls, giving that well know delay and waste of water before your pinkies warm up.
