Hi.
The DC component should be held by the potential divider R34/35. Possibly R34 is O/C or gone high? Also does the waveform and crushing change with the CRT disconnected at the base?
Is there a problem with the heater chokes to the detector or MSP41 that could be reducing the heater volts.
One other thing is to feed the set with a staircase from the aurora, this makes the RF envelope far easier to see on a scope and any crushing on the RF stages will be evident up to the detector.

PS. One other thing, I've had a few prewar controls leaking to the body this could be pulling down the video if faulty.
