You don't have to let them in. They have no automatic right of entry in UK.
Perhaps with the new BBC iPlayer rules, they won't be pawned off with rusty dish. Here they'd assume there was Cable TV, Fibre TV, or an aerial inside the attic. I've actually no idea what the rules of licence inspector entry are here. I know Customs and Excise don't need a warrant (or court order), and didn't in the past in UK (no idea now).
