That's what I think it is as it's a pre thumbwheel pin selector switch version, the thumbwheel switch pin selector job came later on enabling more different types of valve holders to be fitted.
The EMER manual covering the later two panel type is available at the link below, I suspect that the meter unit panel is the same as the OP's or at least very similar:
