Probably be better asking on a Peugeot car forum in it's ICE section. I would say though its unusual for the set not switch on after shutting down with the ignition off, sounds like a belt and braces approach for a low battery or even voltage sensing if it's below a set figure.
Could be the warning signs of a low battery.
