What you are seeing is the often waste of time faffing around with old or even NOS capacitors. Capacitors have been the bane of many engineers lives since radio reared its head in the early 20th century.
My experience was that capacitors vary considerable, The Mullard mustards were the best around at the time and in the main are still perfectly good.
Electrolytic caps only really got good in the mid 70's and beyond till the cheap Chinese ones were imported then standards dropped, I'm talking about in consumer gear, there were seriously good caps about in industry though way back.
