For a rough test try measuring the resistance between your rod and the main earth terminal with an ordinary DMM. Check the voltage difference between them first. If it's negligible then the measurement will be quite accurate. You'll certainly know whether it's 10s of ohms or 100s of ohms. Or worse.
If your ground is nice and wet there should be few problems getting a nice earth. I suspect that the bedrock is granite or something equally solid which is a lousy conductor.
