Not Ideal I know but has anyone used one of these to check earth loop impedance on a TT system?

I need to give the TT system a go, I can get earth rods, couplers, terminals etc locally, according to what I have found out the recommended "electrode resistance" needs to be 200 ohms or less for a 30 ma RCD in order to allow for seasonal/environmental variations.
I'm trying to ascertain whether the tester in the link will do, eg: if I can get an earth loop impedance indication of 200 ohms or less will that do?
I would get a sparky to do the rod job but I'm a bit skint at the moment.
