There isn't much more to check, the only droppers in the heater chain are the scale lamps and shunt resistor, barretta and a tiny thermistor. It could be the thermistor is not working too well, I did test it, but cant remember exactly now what value it was, I seem to think it was in the region of 1.8k reducing to about 500 ohms when shown the tip of a soldering iron.
I was going to leave it as it is, as I didn't think it would do any harm to under run the heater filaments. The set is working well in all other respects with a beautiful tone and plenty of volume from the large speaker.
