Interesting looking thing. I'm sure it has it's uses.... Like putting a megger across somebody's feet to make them get up. (Yes, it was a famous college trick.).
Those parts look fairly modern actually, so it's either been restored or it's newer than it looks. Now sir, hold these two handles. If you feel a massive electric shock, you know it's working....sir...sir....wake up sir...
