I've seen tradesman using those as well.
When I was at college the Senior Lecturer had been a YEB Inspector before going into teaching. He said he used to test earth loop impedance with a plank which had a couple of post terminal and a knife switch on. He'd put some thick fuse wire between the terminals, connect it between live and earth, close the switch and see how long the fuse took to blow.
