Varistor between Live and (safety) Earth

Thanks Jeffrey, I was rather hoping you would reply. Yes the tutorial does suggest it as OK, just in the figure it is shown between lines and earth. But it's not clear whether this is a safety earth, or an independemt RFI earth.
