30ms of 30mA is very unlikely to be lethal. There's a set of curves showing physiological effect vs time and current. I hate to think how they gathered some of that data.
As for 100mA stopping the heart, you're referring to external current. ISTR reading that 50uA though the heart itself can cause trouble. Fortunately most of the current from a shock doesn't flow through the heart.
