4+4 mfd is simply 2 electrolytic capacitors in the same enclosure, each with a value of 4 microfarads. Usually now written as 4uF where the u should be a greek "mu" but I'm too lazy to dig out the symbol. If they are duff which is quite likely then modern 4.7uF 450V parts are readily available and will easily fit in the space. Purists will hollow out the old part to hide the new ones inside. The new ones will be a lot smaller.
