Hi Simp, definitely looks like a 5-20 that has been properly built, no expense spared.
The pre-amp you talk about looks like the Mullard 2 or 3 valve pre-amp circuit that was complementary to the power amps and also described in the "Circuits for Audio Amplifiers " book.
Quite a nice amp; it should not need too much work to get it going again and it should give a good account of itself.
