Hi Dave, it certainly looks like an early transformer. If you can get a copy of the "The True Road To Radio", by Ferranti, you will see many illustrations of these in there.
In comparison to their competitors their construction was way ahead. Perhaps as it should be as they pioneered HV AC electricity distribution in which the transformer was a vital part.
