But as I see it this is an unfair comparison. The W PC presumably is switched off at the mains and so is a true start up whereas the IPad and my Nexus 7 are just in a low power sleep mode. I believe you can set the W PC in 7 to just go to sleep so it should be ready for instant usage the same as a tablet, not that I have ever done this.
I only have one SSD in my W7 PC and it boots in under 1 minute and that's good enough for me.
