With one Wire on each I assume. That's not good.
If it's meant for an Application which is lightly loaded on Startup, for example a Direct Drive Circular Saw, it doesn't need a Start Winding and Capacitor, although a Run Capacitor would not be a bad idea.
Give up on it for now and get something more suitable.
