Do you have access to a 12V 1 amp transformer and two car parking lamp bulbs?
The reason I ask is that the control parts are run from a small isolating transformer.
The mains feed to the transformer is at the top by 2 black wires and this supply could be fed in and the terminals insulated and the two black wires fed from another 12V 1 amp transformer with the two 12 volt bulbs connected to the two pairs of motor wires while the board is worked on safely on the bench. You may need to reverse the wires to one of the transformers.
An L shaped bit of plastic from the square tube that a curtain pole was shipped in came in handy for the example I have shown. The example is tacked down at both ends with silicon rubber but you will need to tack it on the transformer frame only so that after testing the original wires can be reinstated after testing by lifting the flap up. Just leave the bit of plastic in place for extra safety when done.
Do replace both of those X2 capacitors.
