Yes, I think I'd be changing C9 while I was at it...
I suspect that you'd get misleading voltage readings if you tried measuring this when not connected to the motor or some other load (perhaps a couple of conventional filament lamps?). In your shoes, I think I'd just (carefully!) connect it all up and try it
