A bit of research: It could be that the insulated twisted pair mentioned in my last post has an uninsulated aluminium cable inter weaved with it, that might suggest 2 phases and neutral, one phase for each property (ours and next doors) ? I'll have a closer look when I get time.
Not long after they replaced the incomers they replaced the HV cable run to the transformer and the poles, the height of the new poles ( and hence cables) is noticeably higher than the old set up by several feet.
