In the normal Domestic situation it really does depend on your (Electrical) Supply installation. I'm sure there are people on here who are much more familiar with the 17th Edition than I am. However, if your Installation has Protective Multiple Earthing (PME) then there will be a Tag near to the Meter saying so. If that's the case then Neutral is bonded to Earth at your Premises and you'll be OK. If that's not the case then you may well find that you can measure a significant Voltage between Neutral and Earth. If that's the case then joining them together with a relatively thin piece if Wire could produce exciting results.
