I think it's the divide by seven transformer, when switched in it divides the heater voltage by a factor of seven that has been selected on the other panel (the meter panel) the divide by seven transformer is an auto transformer, it saves the main heater transformer from getting a bit too complicated so far as the number of taps required is concerned.
