No. We can only calculate the voltage drop if we are allowed to assume that the resistance of the bulb remains constant in the two cases:
1. when the resistance external to the bulb is zero,
and
2. when the resistance external to the bulb is not zero - i.e. when the resistive cable is employed.
In practice, the resistance of the bulb will not remain constant in the two cases. Therefore the required voltage drop cannot be determined with the data as supplied or with the test limitations as specified.
