The information we really need is missing. That is the fact that the bulb will have a much lower cold resistance and this will rise a lot as the bulb begins to glow and rises as the bulb glows more brightly.
The graph in the link is for a valve heater and these run colder than lamps so the graph is close enough to flat that they have shown it flat.
