Plausible Lawrence. Top hat device could be the light source ... easy to take that off by the look of it. In a way it looks almost too well machined just to be a chopper. But of course they did make good instruments back then. The attenuator is an example in my Advance sig gen.

Good manual for the HP ... wouldn't get that today.
