If you are measuring resistance across a supply rail with capacitors across it the capacitors will charge up due to the battery voltage in the meter, this usually initially registers as a low resistance reading when the meter is first connected, the resistance reading in normal circumstances would then increase over time to a maximum value, normally if starting on low ohms range the range has to be increased to a higher range to get the final reading.
