You need to satisfy yourself as to who owns what installation wise Col before cutting stuff, the cable from the utility pole to our phone outlet belongs to BT including any termination or junction boxes, from then on it's all ours.
I think shorting out stuff that may be liable to interfere with their service or cause them problems might be an offence.
You don't have to get bolshie with them, short, to the point and reasonably sharp with a commanding voice and don't take no for an answer.
