I would expect the camera to work fine if the lens is cleaned.
The cleaning kit for ordinary reading glasses should be fine.
If the camera uses contrast based focusing it may well be hunting between the dirt and the item you are taking a photo of causing odd effects. Contrast based focusing is common on small cameras.
