I'm very lucky in that regard as my neighbours don't bother me over bits of saw-dust and I don't bother them when they splash my windows when pressure-washing their conservatory.
If I was blasting anything I'd ensure that I did it well away from the boundaries and hope that the waste would soon wash into the soil. In current circumstances I don't think I'd have long to wait.
