The fault could be anywhere from RF through to the detector, that also includes the oscillator.
You can eliminate any frequency determining components in the oscillator by checking that the stations you can receive correspond to the correct part of the tuning dial/scale, if they are way out then the RF tuned circuit won't be tracking with the oscillator, ie: low gain.
Make sure that the RF primary and secondary coils read very low resistance to the chassis on all connections pertaining to the waveband selected, if they don't then that will need investigating.
