With 5 volts the machine will run at the maximum speed as set in PD005 as the voltage range it 10 volts for stop and something like 7.5 volts for the maximum speed.
The end of the pot track that is zero ohms with the pot set anticlockwise needs to connect to 10 volts.
The clockwise end of the pot should be connected to a resistor and the other end of the resistor connected to zero volts.
It would need a 3k pot and a 6.8k resistor making up the total value to something close to 10k.
The controller will have quite a wide tolerance to the actual value of the pot.
At the moment there is about 6 or 7k of pot track that is not being used.
The 5 volt supply will be there to feed an optional computer interface for operating the machine from a computer screen and will not be needed for a basic set up. You could use the 5 volt supply to feed a power on indicator LED if you want.
