Somehow, I don't quite think so. If you look carefully, the chassis has a flange at one side. That flange and the opposite edge of the chassis have holes drilled in them - which are not being used, but, presumably were once. I reckon that that chassis is a sub-chassis that has been removed from a piece of RAF / MOD equipment, and that its four legs have been added after that extraction.
It's clearly an unregulated HT PSU with a C-L-C filter and with 6.3 v.a.c. outputs for valve heaters. I would be tempted to keep it more-or-less as it is and then use it as the basis for a more advanced HT PSU that includes a regulation cct. with an operator adjustment for varying that HT voltage.
Edit: afterthought.
That O/P HT is high and will be, even on load. Too high for most receiving and test equipment of that vintage. And that makes be suspect that that sub-chassis was probably part of something else that did contain a linear regulating cct. - as per my suggestion above.
