Ah! its subtle. The capacitors, primary and secondary, are formed by depositing them on a piece of mica, one plate on each side. They have pick up contacts for the plates to the outside where the coils get soldered to them and to legs that go to the outside world. The mica is built into the base sandwiched between two plastic pieces and clamped by a large brass rivet. When new neither plates are near the rivet but over the decades the silver starts to leech and whisker. In my limited experience the growths reach the rivet before shorting the cap on the outside. So with a little disconnection of external wiring then measure between the tags for the primary and secondary coils and caps.
If leaky then disassembly of the structure and chucking of the mica is needed and new standard caps fitted on the legs inside the can.
There are various ways that the fault shows itself, the main one being "snap, crackle and pop" with no aerial and if a frame aerial if fitted then that disconnected or shorted out.
