In the UK,CB and amateur radio licences are free for every licensee of any age .
CB flopped in the UK when sat-nav, traffic updates and mobile phones became ubiquitous.
There's little doubt that thousands of UK amateurs are operating illegally on lapsed licences, having overlooked the mandatory requirement to re-validate their licences with Ofcom at the five-year stage, (which was in fact extended to six years due to Ofcom's heavy workload caused by he London Olympics). No excuse - it was clearly spelled out in writing by Ofcom when the free licence was issued. Ironically, many of those who - through their own ineptitude - have allowed their licences to lapse, (so are in effect 'pirates') preach about 'declining operating standards'. You couldn't make it up! (Ofcom won't be losing sleep over it).
