Well all mine have leaked over the years and been replaced. Must be gas as none of the new ones have, some years old (14?) and are still clear.

Silica gel inside the spacer bar for residual humidity and then argon gas (+ pressure). When this goes they mist up. Silica gel on its own wont work as it needs drying out from time to time. Some of mine used to clear in hot dry weather and then mist up again later. Used to use silica gel in secondary dbl glazing or a wick to the outside.
