The "lock" has to be "cut" to fit the fobs. You need access to the PCB inside the car and put it into engineering mode and carry out a series of programming actions.
I am pretty sure that the engineering switch/link can't be deployed from outside the car.
They can be used as remote controls although they only have three channels.
