OK, two more experiments on one of the sticks.
Decided to load, in addition to the 'Documents' folder which won't go away, another folder 'Radio Manuals'. This happens to be a sub-folder of Documents, but with updates since the stick was first programmed, so potentially a useful backup if it also 'stuck'. 7GB in size, it loaded as normal, taking about 30 minutes. It appeared in Explorer, and files would open normally.
I removed the stick, going via Eject and Safely Remove to be sure, put it back and...........................no evidence the extra folder had ever been there!
In both attempts to delete, and now to load, its as though the stick accepts the changes, but then won't make them permanent.
Attempted to format, going via the 'Manage' route suggested above. The behaviour was exactly as before, 'Quick Format' wouldn't be accepted, a full format looked to be going through normally, taking 40 minutes, as soon as the bar reached 100% an error message appeared 'The format did not complete successfully'. Of course the data is all still there.
I give up! It will be very interesting to see how the replacement sticks behave when they arrive.
