Creating analogue meter dials?

Occasionally I make little projects using analogue meters, and always come up against the difficulty of making neat dials to place over the original dial, which will invariably have markings that are completely irrelevant to the meter's new role. I usually fumble around with MS Paint, to try to create something passable, but never quite to my liking. I've had a poke around on t'internet to see if there are any freeware progs for simple meter dials, ideally with, the ability to add test, numbers and colours, such as green/amber/red, but haven't really come up with anything. I wouldn't mind paying for a shareware prog if one of proven worth turned up.

Does anyone on the forum have personal experience of such any progs please?
