The link to the Cadsoft free version of Eagle has already been posted - just in case you weren't aware, Cadsoft was bought by Element 14, aka Farnell, about a year ago, so Eagle is fully integrated with Farnell's ordering for BOM management etc. Kind of fun.
The software is in C/C++ using the GNU CC compiler AVR (Atmel) port with the avr-libc libraries - these provide AVR-specific feature support to the code and was originally supported purely on Sourceforge (open source).
The maintainer of that code was then hired by Atmel to develop their free developer framework now called AVR Studio.
AVR Studio is still free and can be downloaded from http://www.atmel.com/tools/ATMELSTUDIO.aspx and includes everything that you need to inspect, modify and build the software for AVR8 & 32 bit microprocessors.
