For those following this thread here is the Bush VHF90 service manual which I am guessing is the best one to use:

If you still have an abnormally low resistance reading across the mains input then there is not a lot it can be, mains filter cap, duff switch, a re wire that's gone wrong or a physical short somewhere, sort this out first then progress to checking the HT side of things resistance wise.
As has been said snip off the live side of the filter cap to get that out of the equation.
The combined series resistance of the heaters, thermistor and dropper should be several K at room temp.
