The Russians bought a lot of the old Mullard/Philips factory lines and moved them to St. Petersburg & elsewhere.
Lots of tubes are still actively made in Russia & China - especially audio tubes.
There are also small shops doing handmade bespoke manufacture (at correspondingly enormous prices).
Don't forget that the MIG 25 ("Foxbat"), a much feared Russian interceptor with a top speed of Mach 2.83, had tubes in its most of its avionics, including the lovely 6C33c (one of my personal favourites).
