If you haven't already done so Joe, to check the 'switchery' you could try bridging out C18 (470pF), then checking that you have continuity from L8 to pin 2 of V3. If so, that exonerates the path via the wavechange switch from L8 to the grid of V3. As to checking caps for leakage, it's not a bit of good testng them with an AVO or any type of meter on the high Ohms scale - they need to be tested at their working voltage (albeit that may be quite low in some locations in a set). If you can demodulate Classic FM by injecting a signal into the antenna socket and twiddling with the tuning on the generator, that might suggest that the generator is acting as the FM oscillator stage. If so, that may point to the oscillator stage not working, and also tends to rule out the two diodes in the ratio detector as they seem to be doing their job. (GEX34s - 1N34s?).
Sounds like a job for Bodgit and Scarper when he gets back from his Welsh sojourn!
I can see this set being sidelined and ending up in Big Al's boot and on its way to Golborne in November
