Not without a lot of work.. so the general answer is no. The codes are contained in a fixed function chip.. I guess it would be possible to replace that with a self programmed eeprom, but it was usual for the single chip to contain all the other ancillary functions like clock and led drivers.. Then add to that the problem of finding the actual codes of the pulse chains..
Usually they work for 90% of the functions across a series.. a tx9 supersound remote will work pretty much every tx9 with perhaps the odd "random" key which does something unexpected.
