Yes he is, the problem with researching people of the past.is finding the first decent break Usually UK BMD info sets you off but as he appears to be foriegn born then he won't be on the UK birth records, the next step is usually the census, we now know where he lived around 1930 but sadly there is another 20 year closure to go before details of the 1931 census are released.
At a guess I would say he and his family fled Russia around the time of the revolution, for most that usually meant having the money and contacts to do so, I would say he was from a comparitavly well to do family and educated, that's my hunch, though I could be wrong.
Trouble is with all this sort of stuff is that every answer begs another question.
